The short answer

Construction project management has no single price independent of scope. Actual NSW public disclosures show a Wyong refurbishment PM appointment of A$354,860 including GST, a Moree appointment of A$1,277,246.30 and a Rouse Hill appointment of A$8,457,070. These are defined consultancy engagements over different stages and periods, not individual salaries or universal fees for a private project.

For a smaller private project, the available evidence does not establish a defensible average hourly rate or total fee. Published provider percentages are useful examples only when their scope and cost base are stated. Obtain an appointment priced against your project duration, responsibilities and attendance; compare the total fee for the same work.

This guide separates actual disclosed government contracts, providers’ published offerings and hypothetical arithmetic examples. It does not present them as equivalent market benchmarks.

Actual NSW public project management appointments

The following government disclosures identify the PM firm, appointment period and estimated amount payable. Figures include GST. They are not the total hospital or school construction cost, and the number of team members or actual billing profile is not established by these notices.

The disclosed Parts and Phases are retained as written. The detailed service schedules have not been verified, so do not assume every appointment covers the whole development. These selected awards are public-sector case examples, not a representative national fee survey.

Rouse Hill also has a separate A$526,901 including GST cost-manager appointment to MBMpl under HI24394CM. This illustrates why project management and the complete professional consultant budget must be distinguished.

Why not turn these into a single percentage?

The advertised project investment budget is not necessarily the construction contract value. Scope and funding can also change after an appointment begins. Government material described Rouse Hill as a A$700M investment in 2024 and A$910M subsequently. A percentage calculated against one of those figures would change without establishing any change to the published appointment. Use the actual fee schedule and comparable cost base if you need a meaningful percentage.

Read the percentage beside its scope. “Construction contract value” and “total project cost” can be different amounts. A total project budget may include consultant fees, authority charges, contingency and other client costs. The appointment must define the calculation base rather than relying on the label alone.

Why there is no useful single percentage for every project

A project’s construction value does not tell you how much management it needs. An occupied office refurbishment can require multiple work stages, access arrangements and service shutdowns. A similarly priced vacant-building project may have fewer operational interfaces. Conversely, a larger development can require a larger team and a longer appointment.

The main variables to define are:

The same percentage can buy very different involvement. Compare the actual appointment before deciding that one offer is expensive or cheap.

Fixed-fee project management

A fixed fee gives a stated price for defined services. It works best when deliverables, programme assumptions and responsibilities are sufficiently clear. It can cover a single stage or a larger engagement.

Ask the manager to identify what is included, which meetings and visits are assumed, and how payment is staged. A fixed fee is not automatically an unlimited appointment: extra stages, materially changed scope or an extended programme may be dealt with under the agreed additional-services provisions.

For example, “manage the construction stage for eight months, attend fortnightly site meetings and issue a monthly client report” is a more useful basis for pricing than “manage the job until it is finished.” The description still needs the remaining contractual and practical responsibilities to be stated.

Percentage-based project management

A percentage model calculates the consultant fee against a defined cost base. Confirm all of the following before applying the rate:

  1. Is the base the approved budget, original building contract sum or final construction value?
  2. Are GST, contingencies, owner-supplied items and consultant fees inside or outside it?
  3. Do construction variations change the fee automatically?
  4. Is there a cap or an agreed fee once the scope is established?
  5. Does a longer programme change the fee separately?

An adjustable percentage can make the fee increase when its cost base increases. That consequence should be understood and agreed. It does not establish that every percentage arrangement is inappropriate or that every fixed fee is free of extra charges.

Worked percentage examples

The following are arithmetic scenarios, not Team Vanguard quotes or recommended market rates. All cost bases are assumed to exclude GST.

Assumed construction valueAssumed rateFee excluding GSTFee including 10% GST, if applicable
A$500,0003%A$15,000A$16,500
A$1,000,0002.5%A$25,000A$27,500
A$3,000,0002%A$60,000A$66,000
A$10,000,0001.5%A$150,000A$165,000

These examples illustrate the calculation only. They do not imply that the selected rate is suitable for the project. The required hours, responsibilities and duration still need to be assessed.

Hourly, daily and monthly fees

Time-based fees suit services where the workload is variable or still being established. A quoted hourly rate is only one part of the calculation: the forecast hours and agreed controls determine the likely total.

For a daily rate, define the hours in a day, travel treatment, minimum booking and whether additional hours attract another charge. A monthly appointment should define availability, deliverables and the time allowance. “Retainer” can mean different things, so ask what capacity the payment secures and whether unused or excess hours are dealt with separately.

A ceiling or approval threshold can provide a useful control. Specify reporting frequency and how approval is obtained before the allowance is exceeded.

Worked time-based examples

These are deliberately hypothetical calculations; the rates are not Team Vanguard’s published prices.

Assumed workloadAssumed rateFee excluding GST
8 hours of initial reviewA$200/hourA$1,600
6 hours/week for 12 weeksA$200/hourA$14,400
2 days/week for 20 weeksA$1,400/dayA$56,000
A$6,000/month for 8 monthsMonthly arrangementA$48,000

If the last appointment extends to ten months at the same monthly rate, its total becomes A$60,000. Whether that additional charge is payable depends on the actual agreement. The example demonstrates why the programme assumption matters.

What should the fee include?

Build the comparison around your required services. A proposed appointment may include briefing, consultant coordination, procurement support, client reporting, programme monitoring, change tracking, construction meetings and handover coordination. Confirm each rather than assuming it is covered by “full service.”

Identify separately any superintendent role, quantity surveying, design production, statutory certification, specialist inspections or legal services. These may be additional appointments. A manager’s site attendance also does not automatically replace the contractor’s site supervision or the designer’s specialist inspection responsibilities.

Ask for a fee schedule that identifies:

How much does an office refurbishment manager cost?

An office refurbishment needs a project-specific proposal. The construction budget is useful context, but staging and operation can be more important to the management workload. Identify whether the space stays occupied, how tenants are involved, what services need shutdowns and how many design and procurement interfaces need coordination.

At 80 Pitt Street, Team Vanguard’s client-side management for QBE brought design, procurement and construction decisions together. At 109 Pitt Street, our experience included the initial fitout and later incoming tenant fitouts. Those are distinct requirements and should be reflected in the services being priced.

GST and the fee calculation

The ATO describes GST as a 10% tax on most goods and services sold or consumed in Australia. For taxable services supplied by a GST-registered business, check whether the fee is quoted inclusive or exclusive of GST. An A$20,000 fee excluding 10% GST becomes A$22,000 including GST.

Separately define whether the construction value used to calculate a percentage includes GST. That is a question about the agreed calculation base, not a second tax rate. Do not assume the two figures have been prepared on the same basis.

How to compare two project management proposals

First, issue the same brief and assumed programme to each provider. Then compare deliverables, assigned people, attendance, exclusions, fee adjustments and total expected cost over the project duration.

For a hypothetical comparison, Proposal A is A$24,000 excluding GST for construction coordination, while Proposal B is A$32,000 including design and procurement stages. The difference is not simply A$8,000 for the same work. You need to price or define the missing stages before judging the offers.

Record the unresolved assumptions and seek clarification in writing. Compare the experience of the person delivering the work, not only the firm’s project list. A proposal should explain what the client must provide and which decisions remain with the client.

A note from Andrew

My experience across client-side management, construction and design coordination is that the title alone does not tell you what a project needs. I would start by understanding the client’s priorities, the stage of the work and the responsibilities already held by the team.

That gives us a useful basis for agreeing the services, level of involvement and programme assumptions before discussing the fee.

What should you send to obtain a fee proposal?

Send the location, type of project, approximate construction budget, stage, intended programme and the responsibilities you want managed. Include available drawings, the consultant list, procurement status and any occupied-building or staging constraints. This helps a provider propose work against an actual requirement.

For client-side project management in Sydney, contact Team Vanguard with your brief. No Team Vanguard rate card is implied by the external examples or hypothetical calculations in this guide.

Sources and research notes

The primary provider pages listed in the comparison table were reviewed on 14 October 2026. Their figures describe individual offerings, not an official fee scale. Other search results mixed salaries, generic freelance rates, residential construction management and builder pricing; those were not blended into a claimed average.
