A live refurbishment starts with an operating plan as well as a construction programme. Agree which areas remain in use, which services may be interrupted and how occupants will enter, work and leave safely during each stage.
What should be established before design is final?
Map tenancy boundaries, public access, fire and egress routes, loading, security, noise-sensitive activities, working hours, temporary accommodation and building services. Survey existing conditions: drawings may not describe what is behind a ceiling or serving an occupied floor. Involve facilities and tenant representatives when setting the brief.
How do you stage the works?
Divide work into areas with clear possession dates and handback criteria. For each stage, identify isolations, temporary services, hoardings, deliveries, inspections, commissioning and cleaning. Test the sequence with the builder and building operator before promising tenants a date. Keep a contingency for concealed conditions and update the programme when they are found.
Who manages communication?
Nominate one route for notices to occupants and one for urgent site issues. Issue short, specific notices: affected area, time, service, expected impact, contact and fallback. Record approvals for shutdowns and any change to access. Construction safety obligations remain with the relevant duty holders; the client’s coordination role does not replace the contractor’s safe work planning.
For a floor-by-floor office upgrade, test the first move as if it were a standalone project: where staff go, which toilets and lifts remain available, how deliveries are separated, and who signs the area back into use. The lessons from that stage should change the later stages.
A successful stage ends when occupants can use the space and systems as intended, with defects and remaining works recorded. See our owner-side project support for complex operating buildings.
