A builder can manage construction exceptionally well. A builder cannot be the owner’s independent representative in assessing its own proposal, price or performance. That is a difference in responsibility, not an accusation about capability.

The builder must meet its contract and manage its team. The client must decide whether the project still meets the business need, what changes to approve, how disruption affects operations and whether the completed asset is acceptable under the contract. A client-side manager can organise the information and advice needed for those decisions.

Before the builder is appointed

The client-side manager can help define the brief, select the procurement route, coordinate consultants and test whether tender documents express what the owner actually needs. During tender, they can compare qualifications and exclusions rather than treating the lowest price as the whole answer. A prospective builder cannot set the owner’s priorities on its behalf.

During design and construction

The manager monitors requirements across disciplines and stakeholders. If the contractor proposes a change, the owner’s adviser can check its effect on function, quality, maintenance, cost and time. They can maintain a decision record and bring a recommendation to the authorised client representative. The contract administrator or superintendent may have separate formal powers; these must be respected.

On a design and construct project this role can be particularly valuable. The contractor commonly engages the designers, while the owner still needs assurance that developing design meets the project requirements. Victorian Government guidance notes that D&C can reduce direct client control over design quality unless the brief and review arrangements are handled well.

At completion

The client-side manager can coordinate users, facilities staff, training, warranties, asset data and operational readiness. The builder delivers its contractual handover package; the owner needs to know whether that package supports occupation and ongoing use.

The best result comes from clear collaboration. Define who may issue an instruction, approve expenditure, accept a design submission and assess completion. A client-side manager creates value by keeping those decisions connected to the owner’s objectives, while the builder gets on with building.
